What to do if Federal Immigration and Customs Enforcement (ICE) enter a Library facility
All Library employees should familiarize themselves with this University guidance:
If you are on duty when an ICE agent enters a Library space for which you are responsible, and seeks to enter a non-public or limited access space, or asks for access to library records or other personally identifiable information, refer the agent to University Police and call the University Police non-emergency number 217-333-1216 to alert them of the agent’s presence.
In the language of the University’s guidance, most Library spaces are public, with the exception of staff offices and other staff-only spaces such as staff lounges and restrooms, which would be considered limited access. Do not give consent for agents to enter limited access spaces: alert University Police.

- Immigration agents often carry administrative warrants (not signed by a judge), but these do not authorize agents to enter limited access space without consent.
- Do not accept a subpoena or warrant before contacting the Office of University Counsel (217-333-0560).
- We value your safety. Please do not physically obstruct or interfere with the actions of ICE agents.
Document ICE interactions by completing and submitting a Library Incident Report. Please also inform your supervisor.
