New Hours for Library Telephone Center

Beginning March 1, the Library Telephone Center will begin longer hours.  The phone center will now be open until midnight on Sunday through Thursday evenings.  Please make sure that students working late in your units are aware that the Telephone Center's hours have been extended until midnight.

The 1999 recipient of the ALA Scholarship is Tonia Roundtree of the Map and Geography Library.  The LSSC would like to extend our congratulations and we look forward to an in-depth report upon her return.

Government Documents Library News

We are happy to announce that Shawn Nicholson has recently been appointed Visiting Assistant Professor of Library Administration and Assistant Government Documents Librarian in the Government Documents Library.  In addition to providing reference and instructional services to our users, Shawn is coordinating the work on the department's web pages, promoting the CD-ROM collection, and serving as the departmental liaison with the Library Systems Office.  Shawn is a recent UIUC GSLIS graduate and he also has an M.S. in Political Science from Illinois State University.  On campus, he worked as a graduate assistant in both the Undergraduate Library and the Government Documents Library.  He has also held supervisory, teaching and staff positions at ISU Milner Library, McLean County's YouthBuild, and the McLean County Historical Society.  Shawn's address is 200D Library, MC-522, and he can be contacted by phone 333-2472, or email, snichols@uiuc.edu.  Please join us in welcoming Shawn as a full-time staff member of the Government Documents Library.

POSITION ANNOUNCEMENT

Position: Cataloger/Academic Hourly

Employer: Illinois Natural History Survey, a Division of the Department of Natural Resources located on the campus of the University of Illinois, Champaign, Illinois.

Description: Performs original cataloging on an as needed basis for the INHS Library. Cataloger is responsible for all steps in the cataloging process from completing the work forms to requesting call number labels. This position will not exceed five hours per week and hours are flexible.

Qualifications: Must have a Master's degree in library science and two or more years cataloging experience. Must be proficient in searching OCLC and Illinet Online.

Salary: $9.00-$11.00 per hour depending on qualifications and experience.

Available:  Immediately

Promotion and Tenure Advisory Committee Minutes

The Promotion and Tenure Advisory Committee met on January 27, 1999 and March 2, 1999 to work on drafts of the new guidelines statement and the calendar/procedures document.

The Committee decided to create three documents 1) a pared down policy document that accompanies the promotion and tenure papers; 2) a more detailed document to be used as an internal promotion and tenure guide (which will also be available any time questions come up about the nature of library faculty research); and 3) a detailed calendar which embeds the specific procedures.

Action items:

Jacobson will make final editorial changes to the guidelines statement and forward it to the Executive Committee.

Troutman will make final changes to the calendar/procedures document and forward it to the Executive Committee. We will recommend that the calendar be posted to the Library web site.

Final touches to the internal guide will be made pending the Executive Committee's action on the other two documents. It is anticipated that "sub-calendars" will be extracted from the main calendar -- e.g., a calendar targeted for preparers of papers, one for candidates, one for the University Librarian, for FRC, for P & T, etc.

Executive Committee Minutes 2/8/99

Present: Maher, Kilton, Jones, Schmidt, Williams, O'Brien, Chrzastowski, Wedgeworth, Friedman.

Guests: Deloris Holiman, Bob Burger

Absent: Cole

I. Minutes from the two previous EC meetings were approved.

II. Information Reports:

A. Wedgeworth announced that national searches would be launched for the three unit head vacancies Library and Information Science, Communications, and Government Documents. EC will provide suggestions for search committee membership.

B. Wedgeworth announced a separate staffing survey for the Undergraduate Library. This will be a staffing plan to discover what is needed to meet our responsibilities to this unit. Joyce Wright and Frances O'Brien will conduct the study. Friedman asked that this study include a review of the role of the Undergraduate Library. RW concurred that a broad scope for the study was needed.

C. The News Bureau will help with the public announcement of the appointment of Lyn Jones as Director of Development and Public Affairs.

D. Friedman asked if the letters to temporary employees had been sent. RW replied they will be sent soon, and that each person in temporary positions will also meet with him.

E. Friedman asked for a copy of the letter RW sent to Provost Herman concerning our relationship with ILSCO which resulted in the appointment of a campus committee. RW will provide copies to the entire EC.

F. RW will extend the invitation of newly-appointed State Librarian Jean Wilkins to visit UIUC. This will include a reception for all east-central Illinois librarians.

G. RW announced that the letter to all faculty asking for committee volunteers will go out this week.

H. RW asked if the EC had any questions concerning his memo on how salary minimums are set for director searches. None were brought up at this time.

III Old Business

A. Report from Deloris Holiman detailing sources & amount of ICR monie received by the Library:

Deloris Holiman was an EC guest to discuss ICR monies. (See handout). The question remains, do we wish to change or establish policy based on this information? Deloris explained that some items must be purchased on ICR money, such as OCLC fees; we also must pay foreign vendors with ICR money, and not state money. We were reminded that typically we do not receive increases on ICR money, making it not ideal for materials funds.
RW noted that it would be a good idea to replace the ICR money in the budget with state funds (to receive increases on it) IF we receive state funds equal to or greater than the 1.3 million in ICR funds we presently receive.

B. Discussion of FY 2000 Budget request priorities, fallback options, and possible discussion of same with SCL & CLPC:
Wedgeworth announced that he was in favor of not creating a "fall back" plan for the budget. He feels that the campus needs to understand our "real needs." At the budget hearing with campus (Monday, February 15), RW intends to say that all our needed money wont come from campus, but from a mix of sources. Chrzastowski and Friedman expressed concern about not knowing the budget early enough to avoid serial cancellations. RW agreed that we will need to let the campus know about our internal deadlines, and we will need to watch for signals from campus about the budget by early March. EC agreed that 2-3 funds might be used as examples for the campus to see how specific budgets would be affected by different budget scenarios. Chemistry, History, and Art and Architecture were mentioned as possible funds to cite.

C. Response to EIRC proposal for clarification of end-user responsibilities when using licensed online information resources -- deferred.

D. 1999-2000 call for Committee Membership Interest -- see above, information report II.G.

E. Review of Strategic Plan:
Bob Burger visited EC as Chair of the Strategic Planning Task Force. The discussion centered around the next steps in the process. A three-year cycle for review, to check objectives, and to set new goals received support. RW stated that individual units needed to be able to plug into these goals and objectives to achieve the entire strategic plan. Williams asked that the annual unit reports be tied to the budget and the strategic plan so that unit head know it "means something" to complete that report. O'Brien spoke to the importance of the annual reports. Friedman asked that the review include defining and arranging for management information much needed for the continuation and evaluation of the strategic plan. RW will send out the most recent draft for final approval by the EC. He will also draft a review cycle plan for the EC to comment on.

IV. New Business

A. One item of new business was brought up, a personnel matter.
Following discussion, EC asked Maher to draft a letter in response to this issue.
